The Intersection of Denomination and Local Church
Within the BIC family, pastors and local churches operate in theological and governance alignment with BIC Canada. In practice, this means adhering to the Handbook on Faith and Life, which contains our Articles of Faith and Doctrine (theology) and Articles of Government (governance).
Below are the primary responsibilities and requirements for pastors and local congregations.
Pastoral Level
Theological Alignment: Function in alignment with the Articles of Faith and Doctrine.
Participation: Attend all required denominational events:
- Annual Pastors Staff Meeting
- Pastoral Cluster Meetings (5 times per year)
- LEAD Days (twice per year)
- Annual General Meeting (AGM)
- New Pastors Orientation (upon initial credentialing)
Local Church Level
▶︎ COMPLIANCE
Annual Reporting: Submit the following documentation annually:
- Operational and Ministry Reports
- Year-End Financial Reports
- Insurance Policies (with BIC Canada named as an “additional insured”)
- Protection Policy
AGM Representation: Appoint delegates each year to represent the congregation at the BIC Canada Annual General Meeting.
Document Alignment: Ensure all local policies, procedures, and other governing documents align with the Articles of Government (unless a variance has been granted by the Executive Director in writing).
Financial Stewardship: Contribute financially to “Cooperative Ministries” to support shared denominational services and collaborative programs. Local churches contribute 10% of their general operating donations.
▶︎ COLLABORATION
Senior Pastor Hiring: Process is led by a denominational leader in partnership with the local church board.
Senior Pastor Reviews: Process is led by the local board chair in partnership with a denominational leader.
Senior Pastor Compensation: The denomination sets minimum salary increases annually. Local church leadership may provide additional increases at their discretion.
Staff Pastor Hiring: Local church leadership retains autonomy when hiring general staff. However, any staff member carrying the title of “Pastor” must be credentialed with BIC Canada. BIC is the credentialing body, not the local church. Credentialing approval must be finalized before extending an offer of employment.
Employee Benefits: The denomination administers group benefits and pension programs to care for our pastors. Local church leadership collaborates with BIC to ensure employees are provided with these benefits when they are eligible.
Payroll Services: The denomination provides payroll services (free of charge) for any BIC church who chooses to participate. Local church leadership collaborates with BIC staff to ensure a smooth process.
Property & Capital Initiatives: Local churches must consult with and obtain approval from BIC prior to:
- Purchasing property
- Securing loans or mortgages
- Commencing capital projects
▶︎ GOVERNANCE
Incorporation: Obtain approval prior to incorporating.
Legal Document Changes: Submit any proposed changes to the Articles of Incorporation or corporate bylaws for review and approval.
Variances: Receive written permission for any operational or governing variances from the Articles of Government.
